Section 3.2 of T246 should be revised to allow for specimens compacted by both the Texas Gyratory Compactor and the Superpave Gyratory Compactor.  Limiting the method of compaction to T247 excludes compactors other than the California Kneading Compactor.  This makes it difficult for states that use those methods of compaction to gain AASHTO Accreditation for T246.
 
I also recommend deletion of Notes 1 - 4 in T247.  I am concerned that the intent of the language in notes 1 - 4 of T247 might have been to allow for any method to be used for compaction.  If this is true, then the reader could disregard the rest of the standard and just compact by any means that results in similar Hveem results to those obtained if the laboratory used a California Kneading Compactor.  It might be OK to use a different method of compaction that leads to testing the resultant specimens according to T246, but I do not beleive that T247 is the place to allow it since the alternate method of compaction would vary significantly from T247.
